A Failure of Judgment at BCP Council

As we start the new year, I want to address a deeply concerning development at BCP Council that goes to the core of trust, competence and democratic accountability.

The Liberal Democrat led administration is actively pursuing a 7.4% council tax increase, well beyond the established limit that councils are permitted to impose without public approval. This is not a marginal adjustment; it represents a significant additional burden on households already under real financial strain.

The rules are clear. Any increase above 4.99% should be subject to a local referendum, giving residents the final say. That safeguard exists precisely to prevent councils from treating taxpayers as an afterthought. Yet instead of respecting this process, the Lib Dem administration has chosen to privately approach central government seeking permission to bypass a referendum altogether. This approach is unacceptable. It demonstrates a worrying disregard for local democracy and reinforces a pattern of behaviour we have seen repeatedly from this administration: when public opinion becomes inconvenient, it is quietly ignored. Consultation is treated as a box ticking exercise and now even the principle of public consent is being side stepped.

The context makes this decision even more indefensible. Residents across Bournemouth West are already grappling with rising living costs, higher mortgage and rental pressures, and increased energy bills. Pensioners and those on fixed incomes are being squeezed the hardest. Against that backdrop, the administration’s instinctive response is not to control spending or prioritise essential services but to reach once again for residents’ wallets.

This is not happening in isolation. From April, households will face additional council tax precepts as new town and parish councils are introduced, meaning residents will pay more for services that BCP Council should already be delivering effectively. Looking ahead, further costs are likely as regional governance structures and mayoral arrangements are imposed, each carrying yet another levy. What we are seeing is the cumulative impact of poor financial stewardship. Instead of making difficult decisions, improving efficiency, or focusing on value for money, the administration has adopted a simple strategy: tax more and explain later.

This mirrors what we are seeing nationally, where Labour’s pre-election assurances on council tax restraint have already been abandoned. Promises made have been quietly shelved, and working people are left to pick up the bill. As Conservatives, we fundamentally reject this approach. We believe in responsible financial management, transparency and respect for the democratic process. Residents should not be treated as an inconvenience, nor should they be expected to fund waste, mismanagement, or ideological projects through ever higher taxation. 

This issue is now attracting wider media attention and rightly so. We will continue to challenge this proposal and ensure residents understand both the scale of what is being proposed and the manner in which it is being pursued.  We will keep members updated as matters progress.
